**Purpose**:
The University of Maine invites applications and nominations for the position of Dean of Cooperative Extension.
The Dean is the chief executive officer of Cooperative Extension (UMaine Extension) and reports to the Executive Vice President for Academic Affairs and Provost. The Dean provides leadership for UMaine Extension's education programs, applied research, and scholarship in service to the State of Maine and beyond. Responsibilities include oversight of outreach and research programs; strategic, fiscal, staffing, personnel, and public service matters; staff development; commitment to diversity and inclusion; and compliance with university-wide policies. The Dean works in close partnership with the Extension Leadership Team in meeting all these responsibilities.
The Dean also fosters relationships with government, industry, and the public stakeholders in Maine; other administrative and academic units at UMaine and University of Maine System, and other extension programs in the national Cooperative Extension network. The Dean maintains a close working relationship with the Maine 4-H Foundation and is a member of the legislatively sanctioned University of Maine Board of Agriculture. The Dean of UMaine Extension partners with the Dean of the College of Natural Sciences, Forestry, and Agriculture and leaders of other UMaine units (e.g., Maine Sea Grant, academic colleges) to meet the discovery and outreach needs of Maine in shared program areas.
UMaine Extension is the largest extension program in New England, and the Dean will work with the Extension Leadership Team to oversee the activities of UMaine Extension's approximately 240 full-time and temporary staff including 46 faculty. Oversight of UMaine Extension's statewide mission includes off campus and on campus-based specialists, educators and staff, 16 County-based offices, three residential 4-H Camp and Learning Centers, staffing at two research farms, 14 County Executive Committees, a variety of governing and advisory boards, and an administrative unit that provides management, support, and reporting for all aspects of the organization and serves as the key liaison with the University of Maine and University of Maine System.
UMaine Extension enjoys strong support from Maine's agricultural industries, state legislature, and general public and in a state where agricultural, aquaculture, and associated food sectors have experienced strong growth in the last decade. As a trusted resource for over 100 years, UMaine Extension has supported UMaine's land and sea grant missions by conducting community-driven, research-based programs in every Maine county. UMaine Extension also conducts the most successful out-of-school youth education program in Maine through 4-H. The program currently serves nearly 25,000 youths annually with strong support from the Maine 4-H Foundation.
**Essential Duties & Responsibilities**:
Major Responsibilities:
* Lead the development and management of UMaine Extension's educational programs, applied research, and scholarship
* Foster statewide relationships with government, industry, and other public and private entities, including within UMaine and with other University of Maine System units.
* Work collaboratively with the other college deans and UMaine's senior leadership to advance UMaine's strategic initiatives.
* Advocate for UMaine Extension through internal and external communication and marketing initiatives.
* Facilitate unit collaboration in national Cooperative Extension networks.
* Ensure effective management of fiscal, human, and facility resources; oversee safety and environmental compliance; administer UMaine policies and procedures; and ensure compliance with civil rights, affirmative action, and equal opportunity policies
* Develop new private funding and steward existing funding in partnership with the University of Maine Foundation, Maine 4-H Foundation, local (county) Extension Associations, and other partners.
* Support UMaine capacity to serve diverse audiences including under-served and under-represented clients.
* Supervise the Extension Leadership Team.
**Knowledge, Skills & Qualifications**:
Successful applicants must have the following credentials, skills, and experience:
* An earned doctorate
* Credentials and experience to qualify for the rank of Associate Extension Professor.
* The ability to work effectively with academic, business, agricultural, and natural resource communities.
* A record of effective administrative leadership, including in general administration, financial administration, and human resource management.
* Demonstrated effectiveness in the acquisition of public and private resources to develop and expand programs.
* Strong verbal and written communication skills.
* Demonstrated commitment to diversity in the management of programs and resources.
* Ability to travel both in-state and out-of-state, normally requiring a valid driver's license
Preferred qualifications include:
* An understanding and knowledge of the role of Cooperative Extension within the university, state, and the national Cooperative Extension System, land-grant system, and the USDA.
* Experience with electronic media and marketing.
* Experience working effectively with both state legislators or their staff and federal congressional delegations
* Experience with federal agencies, particularly the U.S. Department of Agriculture (USDA) including the following offices within USDA (NIFA, ARS, NRCS, FSA, and USFS).
